Over 20 years, I have been managing small to medium size companies that specialized in various field of engineering (civil, geotechnical and building), surveying, safety, IT and GIS, with key expertise in Engineering, Public Safety, Environmental, Sustainable Development, Education and Training.
I noticed the development of environment protection and sustainable development is the future trend of society in which reducing the impact of climate change and promoting urban development. I gathered a group of professionals including engineers, construction architects, planners, environmental protection and water management experts, to promote low carbon, green urban planning, green building and the sustainable society so as to create a better living environment for future generations. Currently, I served as chief executive of Construction Professionals’ Development Centre (CPDC), committed to enhance the professionalism of the construction industry and social recognition, to promote Hong Kong's engineering services as internationally renowned brand.
黃博士為麥斯迪埃城市可持續發展研究及顧問有限公司和建造及工程專業發展中心的主要發起人之一，擁有超過二十年的工程專業經驗，曾參與及管理多個大型的工程項目，專長於環保節能、城市規劃、工程發展、設施管理、管綫測量、教育培訓、管理營運及上市集資等。 黃博士洞悉環保節能是未來發展大趨勢，為了迎合未來不斷進步的社會需要，降低氣候變化帶來的影響，減低城市發展對環境造成的威脅，凝聚了一班志同道合的專業人士，包括工程師、建築師、規劃師、環保及水資源管理專家等，致力推動環保低碳、綠色城市規劃、建設綠色城市，最終達至可持續發展的社會，為未來一代創造美好的生活環境。 黃博士出任香港建造及工程專業發展中心的總幹事，致力提升建造工程行業的專業水平和社會認受性，推動香港的建造工程專業服務立足香港，走向國際。
ENGINEERING
Since 1995, I have been managing all kinds of works projects. Good at working with professionals from various engineering backgrounds to resolve unique and challenging engineering works. I successfully built up the image as problem-solver for difficult tasks in which was viewed as an opportunity to advance my level of engineering capability. Continuous development in engineering knowledge and pursuit for new engineering technologies equipped me with better techniques to serve the industry and academic.

黃博士自1995年起，曾管理各類型土木工程和公用建設工程項目，擅長於凝聚不同工程專業背景人士，管理富挑戰性的工程，成就香港的基礎建設。 黃博士成功地建立了善於解決工程項目問題的形象。 透過管理工程項目，黃博士不斷引進新的工程技術和知識，以便更好地服務建造工程行業，促進建造工程行業整體水平持續提升發展。
PUBLIC SAFETY
The first public safety-related contract is right after the Kwun Lung Lau Event in 1994. Not many people realize this is a wakeup call for public safety, I see the potential threat to the society. I gathered a team of professionals to form a specialist society – Hong Kong Institute of Utility Specialists (HKIUS) which focuses on the awareness for safety on underground utilities. Since then, I had upgraded the awareness on utility safety for the construction industries by developing preventive measures on utility damage avoidance, forecast and planning for repairing aging utilities, minimizing danger to the public and save social cost finally. A significant change can be seen in the past 6 years that the industry had increased awareness in utility safety and the Government also gave her support by having utility safety enforced by law. I kept on devoting time and effort to educate the construction industries through organizing activities such as seminars as well as short courses to arouse the awareness among the industry and next generation the importance of public safety.
My effort is widely recognized by Water Supplies Department for being appointed as the first Specialist Survey Team Leader and operator for Water Leakage Detection and Pipe/Cable Locator surveys. My duty is to liaise with key personnel in the works and policy related bureaus and departments such as Home Affair Bureau, Housing Bureau/Department, Environment, Transport and Works Bureau and their departments etc for the use of GIS and standards on utility surveys and BWCS surveys affecting slopes, the System Architect for IDMS (Integrated Data Management System) in which the system aimed to assist the construction industry to centralize and verify data for better utility management and safety.
公眾安全
自1994年西環觀龍樓事件後，香港出現了第一個有關於斜坡安全檢測的工程項目合約。 當時很少人意識到這個公眾安全的問題，但黃博士卻察覺到巨大的潛在社會風險。 他和一班志同道合的專業人士組成了香港管綫專業學會，重點提升香港的管綫安全意識。 自此，黃博士進一步推動管綫設施安全管理在建築工程行業中的應用，採取預防措施，避免損壞公用設施，大大減少了公共危險和節省巨大的社會成本。 管綫安全在過去數年漸漸得到政府部門的重視，黃博士更參與制訂保護地下電纜條例；自從政府立法後，在管綫行業出現了一個明顯的變化，行業增加了管綫安全的意識，公眾安全的文化由此誕生。 黃博士投放不少時間和精力，通過舉辦研討會，短期課程，促進建造工程行業發展，提升業界水平，鼓勵下一代傳承重視公眾安全的文化。
黃博士的不懈努力得到政府的認同，被水務署委任為首名專家調查小組組長和漏水檢測以及管/電纜定位調查的負責人，負責聯絡相關的政策局和部門主要人員，例如民政事務局，房屋局，環境運輸及工務局等，制訂地理信息系統和管綫測量以及斜坡管道測漏的標準；成為了綜合數據管理系統的倡導者，在設立集中而經核實的數據，更好地管理管綫和安全，減少社會資源的浪費方面作出主要貢獻。
ENVIRONMENTAL
Since 2000, I have managed a number of medium and large scale construction projects. Throughout these projects, i have been using environmental friendly equipments and construction methods aiming to minimize pollutions to environment by lowering the carbon emission and waste generated from construction works. This approach also inspired numerous construction companies to follow the environmental friendly construction methods.

黃博士管理多個中型及大型建造工程項目，採用環保的設備和施工方法，減少污染環境的廢氣，降低碳排放和建築廢物，鼓勵了建造工程行業仿傚。
SUSTAINABLE DEVELOPMENT
I further develop my belief through the establishment of MSDI Limited (Municipal Sustainable Development Consultants) in which a corporate conscience enterprise formed by professionals from different field and background. The main aim of MSDI Limited is to provide consultancy services for cleaner energy consumption, lower carbon emission and green city planning in the view of build a better greener environment for our future generations.
城市可持續發展
黃博士創立麥斯迪埃城市可持續發展研究及顧問有限公司（前稱沛達工程顧問有限公司）後，將理念進一步引入到環保領域。 麥斯迪埃城市可持續發展研究及顧問有限公司目標是在節約能源，廢物管理，減少二氧化碳及城市規劃方面提供專業顧問服務，為下一代建設綠色可持續的居住環境。
EDUCATION
During the past few years I have regularly been giving talks in universities, secondary schools and primary school. I also involved in setting up applied learning, diploma and degree programme that aims to educate and pass on my belief to future younger generations.
Recently I organized a national competition on Protection of Underground Utilities in which successfully granted with approval from the Manpower and Education Bureau for the lunching of a Applied Learning Course for higher secondary school students named “Utility Profession and Application” with myself being the key instructor.
I have been working hard to promote the establishment of a degree for utility professions (launched in 2009 by Hong Kong Polytechnic University) which include surveys, construction, testing, management, etc of utilities in Hong Kong. In addition, setting up the Hong Kong Utility Research Centre (HKURC) for betterment of utility industries and hence to improve the living standards of citizens.

黃博士一直以來多次前往大學，中學和小學發表演說和傳授知識，成功地在香港大學設立應用學習的文憑以及在香港理工大學設立學位課程，把理念傳授給年輕一代。在他帶領下，於2005至2007年舉辦了一個全國性地下管綫保護比賽，成功獲得了教育局批准，開展“管綫專業應用專業與應用”的應用學習課程，他擔任主要導師。 另一方面，黃博士積極參與成立管綫專業證書及學位課程（香港理工大學2009年開辦），課程內容包括：管綫的測量，施工，測試及管理等。 其後，他設立了香港管綫管理研究中心，目的加強管綫行業的研究，提高市民的生活水平。
TRAINING
I am actively in promotion for the professionalism for engineers, safety officers and utility specialists by organizing training programme, certificate course with specialist from different engineering background to further enhance the professional level in the industry. I also provide teaching manuals, Code of Practice, quality control requirements to set up guidelines for the construction industry. Furthermore, the establishment of the Construction Professionals’ Development Centre (CPDC) that further expands my belief by providing advanced training courses for construction professionals in even bigger and wider scale. Over the past years, I was invited respectively by Hong Kong University and Open University of Hong Kong as Visiting Lecturer to provide training for its students. I joined Hong Kong Polytechnic University as Visiting Lecturer for Department of Land Surveying & Geo-Informatics this year.

黃博士與來自不同領域的專業人士，舉辦培訓證書課程，推動發展建造工程行業的專業性，進一步提高行業的專業水平。 他為地下管綫從業員制訂教學手冊、行業守則、質量控制要求規定和提供訓練。 建造及工程發展中心的成立，將協助建造工程從業員能得到更全面先進的培訓課程。 過去，香港大學和香港公開大學先後邀請黃博士出任客席講師，傳授行業知識和經驗，最近獲邀擔任香港理工大學土地測量及地理資訊學系一個學位課位的講師，培訓經驗豐富。
